- Basic income is the same for all living citizens regardless of age. It is sufficient to cover all pupil costs through primary, secondary and tertiary education.
- Primary and Secondary attendance is mandatory, except where current recognized exceptions apply. All children of school age will be allocated a place at an agreed local school, for which payment will be made from the pupil's basic income.
- Schools and Academy Trusts are designated public utilities as far as dividend payments are concerned.
- The provision of sufficient school places is a matter for local authorities, which may subcontract to Academy Trusts as much as they like.
